Abstract

The dissertation describes a recommended framework for evaluating proposed alternative strategic plans in urban areas, particularly for the use of developing countries. It permits the simultaneous appraisal of road and public transport improvement plans. The framework is defined as an integrated process that displays all relevant impacts of al ternati ve plans to ascertain their acceptability, desirability, and feasibility. Emphases are placed on (a) incorporating the significant transportation, economic, environmental, and social impacts into the evaluation framework, (b) identifying the uncertain aspects that have major effects on the output variables and, therefore, should be included in the results presented to the transportation decision-makers, and (c) depicting the different techniques suggested for impact assessment and evaluation under uncertainty. The thesis also includes an interactive computer graphic system developed to facilitate the application of the recommended framework. The computer system is then tested by being applied to evaluate different alternative strategic plans projected for Alexandria 2010, as a case study.
The dissertation is organized as follows Chapter one introduces the subject and the objectives of the thesis, as well as the research approach. Chapter two reviews planning proposals, weaknesses based on
currently used methods of evaluating and investigates their strengths and actual studies.
