المستخلص The e-Gov is an important means to modernize the Egyptian society as it plays an important role in enhancing the performance of public services to several beneficiaries. Employing information and communication technology in government administration is considered a tool to secure in government services, achieve citizen satisfaction and improve the quality of life, thus building confidence in government administration. The research’s problem: The continual change in beneficiaries’ behavior towards government performance in public services is considered one of many challenges which face public services sector. The quality of government services is considered one of requirements of the governmental and local administration mission.The importance of this research is studying the role of e-government to secure in public services quality to beneficiaries, such as citizens, investors,private business, and civil society organizations. This research attempts to enhance the managerial government performance by implementing the e–Gov.The research aims to identify the concepts of e–Gov and its role in securing in the quality of public services introduced to beneficiaries by Sharkia Governorate. It also aims to determine the manager’s perception of e–Gov concept according to their administrative level: Top management; middle management and executive management. The research aims to identify the attitudes of beneficiaries toward electronic public services according to some demographic factors such as: gender, age, and academic qualifications.The research aims to measure beneficiaries’ satisfaction level on the performance of introducing public services. Moreover, the research aims to suggest a framework to secure in the performance of introducing public services by e–gov. in Sharkia governorate.According to the research problem, objectives, and hypotheses, theresearch consists of a general framework and five chapters. The first chapter presents review of some international e–Gov implementation. The second chapter presents ”Towards a suggested framework for quality of local electronic services. The third chapter presents a proposal of implementation of e–gov. program in Sharkia Governorate. The forth chapter applies the empirical study,which deals with the methodology and the results of statistical analysis to the study hypotheses. The fifth chapter presents the results of the study, along with future research recommendations in the field of e-Gov. The researcher depended on basic data obtained from Arabic and English Literature in Management science, research and studies published in journals,periodicals, conferences, reports and statistics for e–Gov, as well as some appropriate websites on the Internet. |
