Abstract The study aimed to identify the reality of strategic planning at Mu’tah University in the Hashemite Kingdom of Jordan and the extent of involvement of its academic and administrative leaders in all stages of preparation of its future strategic plan with a description of ways to activate this participation and to identify the most important obstacles that hinder the success of strategic planning within the university . Vision for the development of the university in the light of the strategic planning approach. For achieving the objectives of the study, questionnaire was constructed which consisted of (70) statements distributed on all axes and areas of the study. The study used descriptive analytical approach, the study community was all academic and administrative leadership at the University of Mu’tah(320), sample of the study consisted of (159) randomly selected university leaders who formed (49.69%) of the study society. The study reached the following results: The presence of a diverse conceptual framework that illustrates the importance of employing strategic planning in the development of universities. , the importance of involvement in all its different stages. The average level of the reality of strategic planning at Mu’tah University from the point of view of its leaders came to a medium degree. The average of the extent of their involvement in the strategic planning process of the university was also medium. The results of the study demonstrated presence of many obstacles against application of Strategic planning at the University of Mu’tah, and in light of the results of the study , it study presented a suggested scenario for the development of the University in the light of the entrance to strategic planning, and the study recommends:”To spread the culture of strategic planning in universities, and to conduct a strategic analysis of the internal and the external environment of the university, to activate the involvement of university leaderships in the process of strategic planning and development of their skills in this process, to establish a department for information and planning and activate its role in drawing up the strategic plan of the university; working out proposed concept and its application in Mu’tah University to expand its idea for the rest of the Hashemite universities.
