Abstract Most Egyptian cities/governorates suffer from injustice in providing public services. This is due to the high rural-urban migration rates, which led to the formation of overpopulated urban areas; especially within low economic level area, and imposed a heavy burden on their existing services. In addition, the inadequacy of resources whether natural or financial resources caused the concentration of public services in some places rather than others. This resulted in increasing the pressure on sites where services are available; which led tothe inefficiency of the services themselves, and added a heavier burden on the disadvantaged population as a result of increasing travel distance, time, cost and effort. Thus, allocating more public services to achieve justice is needed. However, there are no methodologies/ tools define how to measure the current distribution of these services, evaluate the extent to which they achieve social justice and identify the disadvantaged areas of those services. Moreover, the inadequacy of resources requires finding new solutions (i.e. new types of services). However, there are no tools defining the new types of services required to fill the shortage in the current distribution of services and their location. Here comes the role of this study to identify the causes of injustice in public services distribution within Greater Cairo -in particular- and Egypt -in general, and how to overcome these causes. Towards achieving the main goal of the study, research methodology included: - Theoretical method: This method was used in reviewing different studies that discussed social justice and its relation to urban planning and public services. The findings of these studies were used in defining social justice from an urban point of view, and extracting the different dimensions which affect achieving social justice through public services. - Analytical method:This method was used in: 1- Defining the study area, describing its health and educational services and their regulating standards, in addition to analyzing the compatibility of these standards to the Egyptian environment. The findings of these analyses were used in suggesting new standards. 2- Proposing an evaluative methodology -based on the extracted dimensions that affect achieving social justice through public services- to determine the percentage of contribution of different sectors in providing public services equitably; especially within low economic level areas and evaluate the extent to which the current distribution of public sector’s services achieve social justice. This methodology was applied on both public sector’s health and educational services within the study area. - Practical method:This method is used in applying the proposed methodology on public sector’s health and educational services, designing a simulation model as a method of implementation the proposed methodology, examining the designed simulation model on the study area to evaluate the potential for achieving justice using it. |
