Abstract Most of developing countries are now experiencing a revolution in Information and Communication Technology (ICT), especially in the governmental sector, hoping to provide fast and distinct e-services to the citizens. However, the rapid development of ICT has promoted many of the governments to adopt this development technology into their economic strategies. But the process of changing, especially within the governmental sector is very difficult because human nature always tends to stability, leading to new challenges and difficulties that increase the process of resistance for modernization and development sponsored by the governments. There are many technologies that serve the governments in the field of ICT, such as cloud computing, where it has become a leading technology within ICT field and more significant in the agenda of decision makers because it has many benefits and features for citizen, society and government. Currently, similar research has been carried out in the field, many of which focus on the benefits and risks of cloud computing and the other focuses on the adoption of cloud computing in the governmental sector. Therefore, this thesis aims at helping the governmental organizations understand the current situation of information technology and where they are on the cloud adoption spectrum. The proposed framework can check whether the governmental organization is adequately ready to adopt cloud technology or it needs some preparations and arrangements before adoption process, what are the strength and weakness in the organization for adoption process, how to measure the cloud benefits, how to identify the relations and boundaries between the governmental organizations and finally, what are the services start with and what the services need to be delay on |
